Between June 2001 and July 2002 four locations were proposed by the ITER Participants as potential sites for ITER construction: Cadarache, near Aix-en-Provence, France, Clarington, near Toronto, Canada, Rokkasho-Mura, Aumori prefecture, Japan, and Vandellòs, near Tarragona, Spain. A Joint Assessment of Specific Sites (JASS) was carried out by the Negotiators between September and December 2002 against the ITER site requirements and assumptions and other jointly agreed criteria. The result of this assessment was the following five documents:
The JASS Final Report showed that all sites satisfy the agreed assessment criteria, or that the design can be adjusted to cope with any exceptions with no cost impact for the non-hosts but extra costs for the host. It was therefore up to the Governments of the Negotiators to reach an agreement on the site.
