Description

Purpose/Scope:

The scope of work encompasses systems engineering, interface management, and procurement activities related to the nuclear mechanical systems of the ITER Hot Cell.
The scope of work includes the ITER Hot Cell Remote Handling Systems (HCRHS) and the Building Mechanical Systems (BMS), which are together comprised of robotic/remote handling systems, manipulators, overhead handlers, floor-mounted trolleys/pallets, nuclear doors, confinement/docking equipment and ancillary supporting systems.
Under the guidance of the Hot Cell and Radwaste Project, the activity primarily focuses on ensuring that interfaces between the Hot Cell Facility nuclear mechanical systems and Tokamak System Developers are appropriately managed and that the interface requirements are adequately propagated and followed up throughout the Project lifecycle. In time, this will also involve supporting the relevant Responsible Officers (ROs) in the elaboration of requirements for Contractor Technical Specifications and follow-up of Contractor design activities.
The role involves collaborating with and supporting HCF Clients (Tokamak System Developers) and other interfacing system owners in the development of Interface Sheets and Interface Requirements. As the Project progresses, it is expected that the role will also involve collaborating with design Contractors and the Industry. In addition, there is a short-term focus on supporting the design development of the interface points, including CAD (3D/2D) definition of the interface points.

List of activities to be performed

The following activities are to be performed, working as part of a team:
Support the consolidation and management of Hot Cell Mechanical Systems Interfaces

The objective is to provide transverse engineering support to consolidate and manage the interfaces between HCF Client systems and the ITER Hot Cell Nuclear Mechanical Systems. Tasks include:

• Track and follow-up interfacing documentation to support the prioritization and planning of team activities.
• Proactively build and maintain an effective network across the ITER Project and develop collaborative working relationships with interfacing stakeholders.
• Support the Responsible Officers by providing technical feedback and engineering judgement on interfacing topics to support decision making in the best interests of the ITER Project. -When providing technical feedback and engineering judgement; balance the needs of interfacing systems, taking due account of safety, cost, maturity, schedule, and complexity of systems.
• Pro-actively follow up topics with interfacing (HCF Client) ROs to ensure timely completion of tasks and adherence to Project schedule.
• Catalogue and track the development of all tools/handling frames / adapters etc. necessary to fulfill interface requirements

Contribute to the technical definition of Interface Points:

The objective is to support the ROs in charge of the HCF nuclear mechanical systems in the design development / technical definition of interface points, including:

• Geometric and Dimensioning and Tolerancing (GDT) analysis of interface points.
• Development of 3D/2D CAD models / drawings to provide clear and suitably detailed interface requirements, commensurate with the maturity of the interface.

Support ROs in the elaboration of requirements for Contractor Technical Specifications and production of the input package:

The objective is to support the ROs in charge of the HCF nuclear mechanical systems in the development of requirements/input packages for Contractor Technical Specifications for Concept Design.

• Support the cataloging and standardization of technical requirements.
• Prepare tender input package documentation

Support ROs in follow-up of Contractor design activities:

The objective is to support the ROs in charge of the HCF nuclear mechanical systems in following up on Contractor activities throughout the design lifecycle.

• Support the ROs in the response to technical Requests for Information (RFIs)
• Support the ROs in configuration management and assessing project changes.

Typical Documentation

Typical deliverables that may be produced during the execution of this role include:

• Tracking database of interfacing documents (key deliverable).
• Periodic reporting on the design/procurement status of interfacing systems in relation to the Hot Cell nuclear mechanical systems.
• ITER standard Interface Sheets, with fully established Interface Requirements agreed upon and approved by all stakeholders (key deliverables).
• 3D CAD and 2D interface drawings to a level of detail commensurate with concept and preliminary design maturity, to include Geometric and Dimensioning and Tolerancing (GDT) data (key deliverables).
• Support to technical requirements specifications and tender input package
• Response to response to Contractor Requests for Information (RFIs)
• Support to project change/configuration management topics
• Technical meeting minutes

Specific training to perform the assignment

Nuclear safety training under French regulation

Specific requirements and conditions

• Master's degree in mechanical engineering or other related discipline.
• Minimum 5 years of experience in design/integration of complex mechanical systems.
• Experience in interface and requirements management and balancing the needs of stakeholders.
• Experience in the design of mechanical systems.
• Experience in development of 2D drawings from 3D CAD (i.e. CATIA).
• Experience with Geometric Dimensioning and Tolerancing (GDT) analysis is considered a strong advantage,
• Experience with the specificities of Remote Handling (RH) systems and interfaces is considered a strong advantage.
• Experience in the nuclear industry is considered a strong advantage.
• Practical, solution-driven problem-solving skills.
• Flexible, reliable, proactive, collaborative, positive, and organized.
• Experience in an international undertaking and the ability to work effectively in a multicultural environment is considered a strong advantage.
• Knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook).

Description

Purpose/Scope

To provide support for the following as an NDE (Non-Destructive Examination) expert:

• NDE definition, assessment, and monitoring.
• NDE training development and delivery.
• Support integration with DAs, contributing to the initiative for knowledge sharing and resource optimization in the field of NDE.
• Perform quality supervision activities, in particular in the field of NDE to support IO assessment of compliance to applicable requirements.

IPA will be asked more in general also to support QMD teams in performing quality checks, including direct product inspections to check compliance with applicable Quality Requirements.

Not exhaustive list of tasks is reported here below:

Provides central Quality Assurance support and management of quality-related risks and issues.

• Advises on quality-related issues including materials, design, manufacturing, and construction.
• Supports reviews of quality plans, procedures, Deviation Requests, non-conformance reports, Inspection and Test Plans (ITPs)/Manufacturing Inspection Plans-(MIPs), final quality documentation, subcontractor documentation, and other quality-related documentation.
• Identifies potential non-conformance and initiates Non-Conformity (NC) based on findings, supports Non-Conformance Report (NCR) treatment, follows up, and verifies corrective and remedial actions.
• Assists in the implementation of the quality training program for ITER Organization (IO) and external personnel.
• Supports quality-related activities as directed by the Head of the QMD Division.
• Performs quality audits and evaluations of the main suppliers and contractors

Perform onsite and offsite product quality supervision and direct inspections like:

• Supports quality inspection/supervision on pre-fabrication activities in the workshop; Receiving inspections at IO site or off-site, storage conditions inspections as requested by stakeholders.

The above activities include assessment, monitoring, reviewing, and reporting on activities listed in the Inspection Plan (ITPs or MIPs) and in particular of intervention Points that have been marked up by IO.

IPA may be also requested to:

• Supports the promotion of quality culture and quality requirement propagation throughout the organization. 
• Creates and implements all necessary training material about NDE and quality requirements and activities throughout the ITER Project;
• Develops, improves, and delivery of training sessions;
• Supports Project Knowledge Management and shares
  initiative/development, including actions to enforce integration with Domestic Agencies;
• Any other activity related to the tasks assigned to Quality Assurance.

Education/ Know-How:

• Master's degree or equivalent in mechanical engineering or equivalent technical discipline;
• Comprehensive knowledge of quality standards;
• Qualification certificates in the technical field like NDE and welding (e.g. qualification according to ISO 9712 or equivalent)
• NDE certification level 3 is desirable
• Proven experience in testing and inspection (e.g. compliance check on materials, welding, Non-Destructive Testing, leak testing, pressure testing; electrical testing; painting/coating, handling operations; packing; etc.)
• Proven experience in the fabrication and installation supervision of large and complex systems for nuclear plants or oil and gas sectors;
• Knowledge of the American Society of Mechanical Engineers (ASME) code and European Norm (EN) standards is desirable.

Technical experience:

• Experience in the implementation of quality systems in the nuclear industry should be considered a strong advantage;
• Experience in writing NDE and quality procedures;
• Experience in the application of Construction /Manufacturing Quality supervision.

Social skills:

• Effective writing and verbal communication skills are essential to facilitate dialogue with a wide variety of contributors and stakeholders;
• Negotiation and communication skills to adjust communication content and style are necessary when recommending alternatives or clarifying division positions on QA to contractors;
